Making diaspora visible
in international affairs
through public diplomacy

Diasporas must be more active in international affairs.
The current discourse on the involvement of diasporas in international relations has shifted: among diplomatic actors, more and more states consider diaspora communities as legitimate and democratic actors in international relations.
While still a core component of international relations, state-to-state diplomacy has evolved into a multi-actor and multi-level phenomenon. 
Although progress has been made in recent years, diasporas continue to face obstacles that hinder their effective participation in international relations. Today, perhaps more than ever before, diasporas need to work together with IOs and governments for legal, policy and regulatory change. Tapping the massive talent bank of the diaspora can enable sustainable development to shift to the next level.
To achieve, sustainable development as outlined in the Agenda 2030, governments, and international organizations must enhance diaspora participation to leverage their skills, talents and resources.

The Institute invites diasporas to

  • build bridges between states and

  • promote positive changes both in their countries of residence and in their countries of origin.

The Institute invites governments to

  • adopt a facilitating role in diaspora diplomacy instead of an implementing role.

  • increase their role in engaging diasporas in decision-making policies, developing inclusive collaboration, and participating diasporas in formulating recommendations

The Institute invites international organizations, in particular the United Nations, the  WBG, IMF, OECD, and OSCE, to

  • promote and protect the economic, cultural and political rights of diasporas 

  •  support projects aimed at their effective participation.

Specific Actions

 

Promote effective linkages between the diaspora and IOs while connecting with governments, and wider civil society, providing public diplomacy tools through which diasporas can be heard and represented.

Facilitate spaces for diaspora diplomacy practitioners to interact with various stakeholders on issues at the intersection of diplomacy and policy.
